Beginning June 1, 2009, US Citizens will need a US Passsport or US Passport Card for travel from the US to Mexico and Canada. 

As a US citizen returning to the US you will not be 'refused' entry, however, you may experience lengthy delays while answering Border Patrol questions confirming your citizenship.  Don't get caught in this delay. 

Proof of citizenship is required to cross US land and sea borders.  Taking a cruise? Booking a charter?  You'll need a Passport.
